The Minnesota Senate voted to keep the ban on eye contact between Senators during debate in place. Senators may only look at the Senate President during debate thus keeping the debates from becoming personal. (I think what has happened in the past before the rule is obvious. They are also not allowed to have beverages on the Senate floor.)
